Our History
Established in 2017, Specialized Concrete Solutions was founded by two like-minded business partners, Frank Timmons and Leon Phelan. Both directors operated their own successful businesses for many years prior to joining forces. Today, their combined expertise drives the company’s reputation for delivering world-class standards and projects on time.

Leon Phelan brings 12 years of construction experience to the leadership team, specializing in large commercial concrete and formwork projects. Previously focused on concrete remedials, Leon has successfully transferred these technical skills to the installation of concrete formwork and reinforcement. Known for his driven personality, Leon provides strong leadership and has implemented efficient processes to ensure the company achieves high-end finishes on every project.

Frank Timmons offers a wealth of industry knowledge with 31 years of experience in construction, including extensive experience as a business owner. He possesses an excellent understanding of day-to-day business operations. Frank is known for his level-headed approach and maintains a strong focus on safety, helping to unite the company and promote a positive team environment.
